Below is an overview of NTTA Business Diversity best practices, resources and helpful links. NTTA aligned its policies and procedures in 2009 with the adoption of a D/M/W/SBE policy statement by the NTTA Board of Directors. NTTA also revised its informal procurement process to allow for more diversity opportunities.

Compliance Tracking & Reporting

NTTA ensures that it is consistent with contractual requirements for meeting its business diversity goals through its compliance tracking and reporting system. NTTA has hosted various compliance training workshops for prime contractors and has initiated new reporting requirements to include more accurate reporting of business diversity participation.

NTTA Ethics & Fraud

NTTA is dedicated to the highest standards of integrity and transparency. As part of this commitment, the NTTA established a hotline for employees, vendors and the general public to report concerns about potentially unethical, illegal or wasteful activity or other conduct inconsistent with NTTA policies.

Issues reported through this hotline will be taken seriously, and all reports will be examined. NTTA accepts calls to the hotline at any time – 24 hours a day, seven days a week.  Anonymous information is accepted. NTTA will maintain confidentiality and anonymity to the fullest extent allowed by law.

Subcontractor Planning Form

The Subcontractor Planning Form  is submitted to identify all subcontractors/sub-consultants & material suppliers that will be used throughout the duration of a project. Any changes to the original commitments previously approved by the department must be reported to NTTA’s stakeholders and approved by the Business Diversity Department.

Subcontractor Final Report

A final report is submitted at the end of a project and reports the total final amounts paid to subcontractors/sub-consultants and material suppliers.

Good Faith Effort Form GFE

If the prime contractor has failed to secure D/M/W/SBE participation and has subcontracting and/or supplier opportunities, or if D/M/W/SBE participation is less than NTTA’s goal, the prime contractor must complete the Good Faith Effort Form. Good Faith Effort documentation and supporting information must be submitted in accordance with NTTA’s procedures if the vendor fails to meet or exceed the designated goal. NTTA will not award a contract to any vendor who has not supplied this documentation.

Subcontracting Plan Modification Form

This form should be completed and submitted to NTTA Business Diversity Department for each subcontractor or supplier being added, deleted or changed. The same criteria used for establishing good faith efforts in maximizing the participation of D/M/WBEs prior to awarding this contract will also apply to the substitution of D/M/WBE subcontractors or suppliers during the performance of the contract.  ​
