NTTA Leadership

Richard Arce joined NTTA in 2026 as the Assistant Executive Director of Operations. He leads the Business Operations, Contact Center and Collections, Information Technology, and Customer Care departments to provide exceptional services to NTTA’s customers and staff. Richard has more than 34 years of public and private sector executive management experience in toll operations and tolling technology.

Over the course of his career, Richard has led initiatives in the development and management of emerging technologies in the global tolling and transportation ecosystem, acquisition and integration of tolling technology companies, and overall responsibilities for Customer Service Center operations. Richard is a Certified Public Manager. He earned a bachelor’s degree from the University of Central Florida, CPM from Florida State University, and Executive Leadership Certification from Cornell University.
