GOVERNOR APPOINTS NEW MEMBER TO NTTA BOARD

Plano, Texas – Nov. 10, 2025 – Governor Greg Abbott has appointed Justin Hewlett to the North Texas Tollway Authority (NTTA) Board of Directors for a term through August 31, 2027. Under NTTA bylaws, the governor appoints one board member from a county adjacent to NTTA's four-county service area. Hewlett is a resident of Cleburne in Johnson County, where he previously served as Mayor. He is the owner of Hewlett Office Systems, LLC. 

“Mr. Hewlett is a strong addition to the board,” said NTTA Chairman Scott Levine. “His areas of expertise and experience will add great strength to NTTA.”

Hewlett is the former president of the Chisholm Trail 100 Club, Inc, United Way of Johnson County, Cleburne Education Foundation, and the Cleburne Economic Development Corporation. He received a Bachelor of Business Administration from Texas A&M University.

Hewlett will succeed Lynn Gravley, who served as gubernatorial appointee to the NTTA Board since April 2018.

“Director Gravley provided thoughtful and meticulous guidance in his service to NTTA, particularly in the area of financial transparency,” said Levine. “We are grateful and thank him for seven and a half years of service to NTTA.”

About NTTA
The North Texas Tollway Authority, a political subdivision of the state of Texas, is authorized to acquire, construct, maintain, repair and operate turnpike projects across the North Texas region. The board of directors is comprised of Chairman Scott Levine; Vice Chairman Mojy Haddad; and Directors Derek V. Baker, Justin Hewlett, Pete Kamp, Marcus Knight, John Mahalik, George “Tex” Quesada and Andy Wambsganss.

NTTA is composed of member counties Dallas, Denton, Collin and Tarrant. It also serves Ellis and Johnson counties. NTTA owns and operates the Dallas North Tollway, President George Bush Turnpike, Sam Rayburn Tollway, Addison Airport Toll Tunnel, Lewisville Lake Toll Bridge, Mountain Creek Lake Bridge, Chisholm Trail Parkway, and 360 Tollway. The NTTA System is not a part of the state highway system and receives no legislative appropriations. Tolls are collected to repay debt and to operate and maintain the roadways.
