REQUEST FOR QUALIFICATIONS
The North Texas Tollway Authority (the “NTTA”) is issuing a Request for Qualifications seeking a qualified firm to provide services for the following project:
Project: RFQ # 02883-SWP-01-PS-PM: SH 121/Southwest Parkway Section 1 Construction Materials Testing Services
RFQ packets will be available by e-mailing the Director of Procurement Services at bidpurchasing@ntta.org beginning on Monday, August 30, 2010.
A mandatory pre-proposal meeting is scheduled for Tuesday, September 14, 2010, at 2:00 PM (CDT) at the NTTA Main Office at 5900 West Plano Parkway, Plano, Texas 75093; Suite 100.
Questions regarding this RFQ may be directed, in writing, to the attention of Director of Procurement Services, at email bidpurchasing@ntta.org, until September 17, 2010.
The deadline for receipt of responses is 4:00 PM (CDT), September 28, 2010. All bids shall be submitted in sealed envelopes marked clearly with the project number, company’s name, and proposal due date. No oral, emailed, telephoned, or faxed proposals will be considered. Late proposals will not be considered and will be returned unopened. All rights reserved.
The NTTA is a regional tollway authority and a political subdivision of the State of Texas, created in accordance with Chapter 366 of the Transportation Code. It is authorized to acquire, construct, maintain, repair and operate turnpike projects in Collin, Dallas, Denton and Tarrant Counties and operates the Dallas North Tollway, President George Bush Turnpike, Addison Airport Toll Tunnel and Mountain Creek Lake Bridge. The NTTA is able to raise capital for construction projects through the issuance of turnpike revenue bonds. NTTA toll projects are not a part of the State highway system and receive no direct tax funding. Tolls are collected to repay debt and to operate and maintain the roadways. This RFQ describes services required by the NTTA from the Construction Materials Testing team and invites prospective consultants to submit their qualifications to provide such services. The NTTA intends to select a firm to serve as a Construction Materials Testing Services Team which will operate as an extension of, and in complete coordination with, the NTTA's staff, Program Management Office, legal counsel and other consultants to assist in the management of the NTTA’s construction operations. Any firm submitting a response must be an independent firm licensed to work in the State of Texas; and must have, or be willing to establish, an office located within the Dallas-Fort Worth area. The selected firm will report to the Assistant Executive Director of Project Delivery and/or their designee. The period of performance is approximately thirty (30) months commencing on the date of award.
