The NTTA aligned its policies and procedures in 2009 with the adoption of a D/M/W/SBE policy statement by the NTTA Board of Directors. The NTTA also revised its informal procurement process to allow for more diversity opportunities.

Compliance Tracking & Reporting

The NTTA ensures that it is consistent with contractual requirements for meeting its business diversity goals through its compliance tracking and reporting system. The NTTA has hosted various compliance training workshops for prime contractors and has initiated new reporting requirements to include more accurate reporting of business diversity participation.

NTTA Ethics & Fraud

The NTTA is dedicated to the highest standards of integrity and transparency. As part of this commitment, the NTTA established a hotline for employees, vendors, and the general public to report concerns about potentially unethical, illegal or wasteful activity or other conduct inconsistent with NTTA policies. 

Issues reported through this hotline will be taken seriously, and all reports will be examined. NTTA accepts calls to the hotline at any time – 24 hours a day, seven days a week.  Anonymous information is accepted. The NTTA will maintain confidentiality and anonymity to the fullest extent allowed by law.

Business Diversity’s Focus Areas

Four major focus areas serve as a road map for the NTTA’s Business Diversity Program in order to increase the inclusion of D/M/W/SBEs in NTTA contracts:

  • Expand outreach efforts and marketing initiatives
  • Align policies and procedures with the current business environment and industry best practices
  • Streamline compliance and reporting processes
  • Facilitate capacity of qualified disadvantaged, small, minority-owned and woman-owned businesses

Business Diversity Growth

Facilitating growth of D/M/W/SBEs is important as the NTTA looks to have greater participation among D/M/W/SBEs on larger-scale projects. The NTTA implemented the Relationships and Opportunities Advancing Diversity ROAD Program, which follows a mentor-protégé model used by other transportation organizations in the country. The program focuses on providing opportunities for ready, willing and able D/M/W/SBEs to increase business management, organization and professional skills through partnerships with established contractors that provide similar services.

All relationships are voluntary and are initiated by a written agreement between a prime contractor and a subcontractor. The Business Diversity Advisory Council oversees the program. Relationships will average one or two years for professional services and up to three years for construction, typically expanding the life-span or size of a shared project/contract.
