Kimberly Bizor Tolbert

Kimberly Tolbert joined the North Texas Tollway Authority on March 10, 2008 as the new Chief of Staff where she is responsible for coordinating and administering services and activities of the agency’s departments, overseeing internal controls, strategic planning, and providing personnel support to executive management and the Board of Directors. Prior to her arrival, Kimberly served as assistant director, finance and administration for the city of Dallas from 2004 – 2008. Her duties included managing the fiscal affairs of the aviation department, including budget development ($35M) and implementation, revenue generation, collection, reconciliation and reporting, concession management and contract compliance.
She held the position of assistant to the city manager for the city of Dallas from 1998 – 2004 where she managed the daily operations of the City’s Managers Office and the Mayor/City Council Office. From 1996 to 1998 she was the Economic Development Coordinator for the city of Denton. Kimberly has extensive experience in project management and overseeing financial and administrative activities of multiple public agencies.
Kimberly attended the University of North Texas (UNT), Denton, Texas. She holds a Bachelor of Arts degree in Political Science and a Masters of Public Administration (MPA) degree, from UNT. She is the immediate past chair of the MPA Alumni Advisory Board at UNT and a member of the National Forum for Black Public Administrators.
