Susan Buse

Susan Buse serves as Assistant Executive Director for Project Evaluation and Chief Financial Officer (CFO) for the North Texas Tollway Authority and is appointed as NTTA Treasurer by the Board of Directors. She has held similar positions with the Authority and its predecessor, the Texas Turnpike Authority, since 1994, after serving two years as Assistant Comptroller.  

Prior to coming to Texas, Ms. Buse had 10 years experience with the Indiana Toll Road, starting as Budget Manager and finally as Deputy Controller. She began her public career as an auditor at both the federal and state levels.

At the North Texas Tollway Authority, Ms. Buse is responsible for feasibility studies on new projects, financial planning, debt issuance, banking, financial management and trustee, bondholder and broker relations, as well as oversight of the Finance Department. During her tenure Ms. Buse has managed the issuance of almost $2 billion in bonds, for both refunding and new construction, and gained two credit rating upgrades for the agency. She developed a Debt Policy for Board adoption which authorizes the use of various other financing tools. In the last two years, Susan has successfully executed the agency's first commercial paper program, first bond anticipation notes and multiple interest rate swap transactions.

Since September 1999 Ms. Buse has served on the Board of Directors of the International Bridge Tunnel and Turnpike Association (IBTTA) and several task forces. She currently serves as President of the IBTTA. She was vice-chair of the Finance Committee of IBTTA for several years and continues to make presentations and moderate panels at IBTTA conferences. She also served on a national topic panel for the Transportation Research Board.

Ms. Buse is a member of the Government Treasurers Organization of Texas and the Government Finance Officers Association.

She holds a Bachelor of Arts degree from the University of Pittsburgh, where she majored in Economics, and a Master of Business Administration from Indiana University.

Ms. Buse is also active in various community organizations as a volunteer and teacher.
