Rick Herrington
Deputy Executive Director
Rick began his career with the Texas Department of Transportation (TxDOT) in August of 1985 in the Information Systems Division in Austin and was the Information Systems Manager for the Dallas District in his final four years with TxDOT. While at TxDOT, he obtained extensive experience and knowledge in mainframe computers, personal computers, Local Area Networks (LANs), Wide Area Networks (WANs), and Intelligent Transportation Systems (ITS).
From March 1999 to June 2005, Rick served as the Director of Information Technology and then the Assistant Executive Director at the North Texas Tollway Authority (NTTA). During his original tenure at NTTA, he was responsible for the development, implementation and ongoing maintenance of the NTTA's toll collection system, as well as the implementation of ITS technology along the NTTA roadway systems and the implementation of several Enterprise Wide Systems. The NTTA's Enterprise Geographical Information System (GIS) was awarded an Innovation Award by the International Bridge, Tunnel, and Turnpike Association (IBTTA). As the Assistant Executive Director, he was responsible for the oversight of four departments, including Information Technology, Toll Programs and Service (Customer Service Center, Traffic Management Center, and money collection), Roadway Maintenance, and Community Affairs. He was a member of the ITS Regional Steering Committee for the DFW area and served as a co-chair on the IBTTA's Technology Committee. He also was a member of the standards committee for OmniAir, an organization that plans for the implementation of the next generation technology for ITS and Toll Collection.
In June 2005, Rick joined HNTB as the National Director of Technology Services where he served as a resource to both HNTB teams and clients throughout the country. His primary responsibilities consisted of assisting clients to make their current technologies more efficient and improving the way clients do business through the integration of new technology. He was the HNTB representative on the OmniAir Board of Directors and was recognized as a leader in toll industry technology.
Rick was also appointed as the Central Division Toll Sector Leader for HNTB. In this role he worked with toll authorities throughout the nation, including Texas Regional Mobility Authorities (RMAs), RMA project managers, division office leaders and others to assure high levels of service to each client, the resolution of any issues, and adequate staffing resources.
Rick has recently been heavily involved in the Illinois State Tollway Highway Authority's Open Road Tolling Program and Congestion Relief Program as part of HNTB's Program Management Team, the Oklahoma Turnpike Authority's General Technology Consultant Team and the Miami-Dade Expressway Authorities General Engineering Consultant Team where he was responsible for delivering a management assessment and leading the development of their Strategic Plan.
Rick has been the Acting Deputy Executive Director of the NTTA since February 2007 overseeing operations and day-to-day activities for the agency. He was the lead negotiator on the SH 121 project for the NTTA, playing a key role in NTTA's ongoing mission of providing mobility solutions to the north Texas region.
Rick attended Schreiner College and Austin Community College and received certification as a Network Engineer. He and his wife Nicole have one daughter and live in Frisco where Rick is actively involved in community service.
