J.C. Wood, Jr., P.E.
Director of Maintenance

As Director of Maintenance with the North Texas Tollway Authority, Mr. Wood is directly responsible for the maintenance of all roadways, bridges, signing, striping, facilities, and vehicles/replacement for the rapidly expanding organization. Additionally, Mr. Wood manages the Authority’s Maintenance/ Rehabilitation Capital Improvement Program, the delivery of maintenance services for the Authority through a balanced program of in-house forces and contract personnel, and conformance with the Board of Directors GASB-34 Asset Condition Level goal of 8.0 on a 10.0 scale.
Mr. Wood is a May 1975 graduate of the University of Texas at Arlington with a Bachelor of Science degree in Civil Engineering and was registered as a Professional Engineer in the State of Texas in 1980. Professional experience includes five years with the City of Texarkana, Texas, in various Engineering capacities including City Engineer, 16 years with the City of Austin as Division Engineer over Construction Inspection and Street and Bridge, and five years with the City of Bedford as Director of Public Services and Director of Engineering.
Mr. Wood is a member of APWA (American Public Works Association), Vice President and former Treasurer of the Texas Chapter of APWA.
He is also a member of ASCE (American Society of Civil Engineers), and serves on the IBTTA (International Bridge Tunnel and Turnpike Association) Maintenance Steering Committee. Mr. Wood has made numerous presentations on Asset Management, Capital Program Implementation, Pavement Maintenance, Continuous Improvement Management Processes, and Specialized Inspections.
In June 2000, Mr. Wood was recognized by the Texas Chapter, American Public Works Association as a "Top Three Public Works Leader of the Year" for the State of Texas and was selected by APWA as one of the "Top Ten Public Works Leaders in the Nation" in March of 2003 and he was named “Professional Manager of the Year in Transportation” in 2006.
