Irvin Hicks
Director of Business Opportunity Program and Policy
Irvin Hicks joined the North Texas Tollway Authority (NTTA) in 2008 as the Director of Business Opportunity Program and Policy. Mr. Hicks’ and his team are an integral part of all purchases and acquisitions for the NTTA, ensuring minority and women businesses are fairly represented in the agency’s vendor/contractor base.
Prior to joining the NTTA, Mr. Hicks was the Director of Court Services for the Dallas County District Judiciary where he was responsible for the 39 district courts with a collective budget of $1.1 million. Prior to this role, Mr. Hicks managed the M/WBE Office for the Dallas County Commissioners Court, where he was responsible ensuring minority and women participation on the County’s bids and or proposals.
Mr. Hicks worked for municipal (City of Dallas) and federal (FDIC/Resolution Trust Corp.) agencies with compliance capacity similar to that of the NTTA.
He also has 10 years banking of experience, where he worked for Republic, now Bank of America.
Mr. Hicks served on the board of directors of the North Central Texas Regional Certification Agency from 1998 until 2007. He chaired this group from 2004 to 2005. Mr. Hicks also served in non-voting capacities with several of the area’s ethnic chambers and associations.
Mr. Hicks earned a Bachelor’s of Business Administration from Dallas Baptist University, and an Associate’s of Accounting from El Centro College. Irvin also holds certifications in Contracts Compliance (Morgan State University) and dispute mediation.
