Trinity Parkway

Trinity Parkway is a proposed nine-mile toll road extending from the State Highway 183/Interstate Highway 35E juncture to U.S. 175/Spur 310. Initially, six and four lanes will be constructed, with the ultimate facility being six lanes. When complete, the Trinity Parkway will be a tolled bypass around downtown Dallas, which will provide traffic relief for the IH 30 and IH 35E corridors.

Trinity Parkway is planned to include main lane and ramp toll plazas. A 1997 Major Investment Study identified the construction of a new roadway in the Trinity River area as one of several projects that would relieve congestion near downtown Dallas. Due to its proximity to other planned Trinity River improvements, environmental analysis continues to be comprehensive and extensive.

Funding for the planning and environmental study tasks is provided by the City of Dallas.  In a 1998 ballot initiative, voters approved $84 million for the Trinity Parkway project.  Per an agreement between the North Texas Tollway Authority (NTTA) and the City of Dallas, this amount will fund the environmental and permitting costs, with the remaining balance used for right-of-way acquisition, utility adjustments, design and construction.  Additional funding sources for construction, operations and maintenance will be identified later in the project.  As various project components are finalized, it is anticipated that future funding agreements will identify the cost shares of other funding partners.

Other agencies involved in the Trinity Parkway Project include:
The City of Dallas, the U.S. Army Corps of Engineers, the Texas Department of Transportation, the North Central Texas Council of Governments, the Federal Highway Administration and the United States Environmental Protection Agency.

Disclaimer

This visual aid depicts a preliminary design concept for one proposed alternative currently being evaluated as part of the project’s comprehensive environmental impact study process.  The environmental process evaluates alternatives to build, as well as not to build, the proposed Trinity Parkway, as required by law.  The final selected alternative and its features will be identified at the conclusion of the environmental process.

This visual aid was created for illustrative purposes only and is an approximation of the appearance and design of the proposed Trinity Parkway and certain park features.  The information used for this visual aid is still under development, and is subject to comment, change, and approval by various federal and state agencies, as well as the Dallas City Council and the NTTA Board of Directors.

Within the Trinity River Corridor

As the lead agency for the Trinity Parkway’s environmental review process, the NTTA wants to ensure the public’s full access to relevant technical information about the project alternatives.

The NTTA has developed illustrative materials showing the proposed project construction within the corridor using the best-available design information.
-These materials were created using the most current Trinity Parkway schematic design, which
is currently under review and development.
-These materials are subject to refinement and change as the design process proceeds and cannot be expected to indicate the exact location or the final design elements of the Trinity Parkway, the park and other improvements.
-That level of resolution and detail will come later in the design process.

Because the Trinity Parkway is undergoing a legally required environmental impact study that evaluates alternatives to build, as well as not build the project, any alternative(s) depicted in these materials should not be interpreted as the selected alternative for the proposed parkway.  The selected alternative will be identified when the environmental study concludes.

Status: Archaeological work is completed. The NTTA is working with its partners to obtain environmental clearance.
Estimated Cost Range for eight alternative alignments: $1.1 billion to $2.1 billion (Estimates based on a modified alternative, subject to change as design progresses and economic conditions change.)
Estimated Construction Date: To be determined
Date Updated: October 2009

Disclaimer: The design, funding, and construction of a Tollway is a long and complicated process. Ultimate funding and construction is dependent upon many factors not in the control of the NTTA or other governmental entities. A substantial amount of information must be obtained and many decisions must be made by the NTTA Board of Directors and other entities before the project can go forward. No one should rely upon the statements made in this website document regarding the status of the project or statements made regarding other projects as a basis for making a financial decision.
