The Dallas North Tollway Extension: Phase 4A & 5B (U.S. 380 to Collin/Grayson county line to FM 121)

Initial planning is under way for a proposed extension of the Dallas North Tollway (DNT) from U.S. 380 north to the Collin/Grayson county line (Phase 4) and north from Collin/Grayson county to Farm-to-Market (FM) 121 (Phase 5). The length of this extension is approximately 17.6 miles. A scope of work is currently under development, which includes corridor analysis, initial toll feasibility and environmental analysis.
NTTA BOARD SELECTS DNT EXTENSION ROUTE
The North Texas Tollway Authority Board of Directors chose an alignment for the Phase 4B/5A extension of the Dallas North Tollway on July 21, 2010. The selected alignment straddles the Collin-Denton county line and extends 11.9 miles from FM 423 in Collin County to FM 121 in Grayson County.
The county alignment provides a greater economic development benefit for more of the region, requires less right of way and follows an existing county road system.
NTTA followed long-established procedures to study three possible alignments, as well as a no-build alternative, and used established criteria to evaluate characteristics of each alternative. The three alignment alternatives studied were:
o A western alternative through Denton County with the terminus in Pilot Point
o A middle alternative through southern Collin County and north along the Collin/Denton county line
o An eastern alternative north through Collin County and the Town of Celina
The DNT extension project is divided into two sections. Phase 4A will extend from U.S. 380 to FM 428. Phase 4B/5A will extend north of FM 428. The alignment selected by the NTTA Board of Directors is part of Phase 4B/5A.
Since October 2009, the corridor management team has conducted eight work group meetings with public and elected officials. An executive work group was comprised primarily of elected and public officials. A technical work group was comprised primarily of public officials within government and agency transportation and engineering departments. Public meetings were held on March 9 and 11, 2010 in Collin and Denton counties. Approximately 700 people attended the meetings. In addition, more than 300 public comments were received.
A formal public hearing regarding the complete schematic design and environmental evaluation is expected in early 2011.
The North Texas Tollway Authority has continued to extend the original Dallas North Tollway for several decades as communities to the north have continued to grow and request expansions. The high growth rate in both Collin and Denton counties, along with input from both counties, encouraged the NTTA to continue the extensions further north. When complete, the 4B/5A extension will be a limited access toll road with six main lanes and four frontage road lanes and is expected to cost $864 million.
PUBLIC MEETINGS HELD IN MARCH 2010
The NTTA conducted two Public Meetings in March 2010 to discuss the route for the extension of the Dallas North Tollway (DNT) in Collin, Denton and Grayson counties. Potential alignments extend from Farm to Market (FM) 428 north to approximately FM 121. The project is referred to as the Dallas North Tollway Extension, Phase 4B/5A.
The first public meeting was held on March 9, 2010 in Pilot Point. The second public meeting was held on March 11, 2010 in Celina. The purpose of these public meetings was to provide information regarding the development of the proposed DNT alignment alternatives and to receive input/comments from the public.

BACKGROUND
At the July 2007 board meeting, the NTTA took a major step forward when the Board of Directors approved a work authorization for a corridor manager position for the Phase 4 extension of the tollway. The corridor manager will ensure all necessary development tasks, from environmental clearances to detailed design development and construction, are identified and executed.
Public involvement for the DNT Extension Phase 4 project began in January 2008 with a public meeting in Prosper. Technical stakeholder meetings on Phase 4A were conducted in January, March, April and June of 2008. The NTTA held a Phase 4A public hearing on July 24, 2008 in Prosper. After the public comment period, the NTTA System Projects and Operations Committee approved the schematic and environmental assessment. On September 17, 2008, the NTTA Board approved the Phase 4A schematic and environmental assessment.

Additional progress has been made through a partnership with Collin County. In 2007 Collin County awarded a contract to construct a two-lane road from U.S. 380 north to FM 428. The first portion of this road from U.S. 380 to First Street opened to traffic in November of 2007. On October 14, 2008, the rest of the two-lane road up to FM 428 officially opened to traffic. This road is expected to be the future DNT northbound service road.
North of FM 428, work is ongoing to determine the final alignment of the tollway extension.
