The Dallas North Tollway Extension: Phase 4B & 5A (U.S. 380 to Collin/Grayson county line to FM 121)

Initial planning is under way for a proposed extension of the Dallas North Tollway (DNT) from U.S. 380 north to the Collin/Grayson county line (Phase 4) and north from Collin/Grayson county line to Farm-to-Market (FM) 121 (Phase 5). The length of this extension is approximately 17.6 miles. A scope of work is currently under development, which includes corridor analysis, initial toll feasibility and environmental analysis.

NTTA Board Approves DNT Extension Design and Environmental Evaluation

On June 15, 2011, the NTTA Board of Directors approved the schematic design and environmental evaluation for the DNT extension, Phase 4B/5A, which extends from FM 428 to FM 121 in Collin, Denton and Grayson counties.

Prior to the Board’s approval, the NTTA implemented a wide-reaching outreach initiative. On April 19, 2011, approximately 75 North Texas residents attended a public hearing in Celina, Texas to learn details and provide comments about the extension project. The purpose of the public hearing was to present planning information, including the proposed schematic design and the environmental evaluation, for the proposed tollway.

The NTTA previously completed the schematic and environmental evaluation in 2008 for the DNT Extension Phase 4A from U.S. 380 to FM 428. Also in 2008, Collin County completed construction of a two-lane service road from U.S. 380 to FM 428. In the fall of 2009, two stakeholder working groups were formed, comprised of technical and executive-level representatives from area governmental agencies. The NTTA also developed a comprehensive outreach plan that included five technical stakeholder work group meetings, four executive stakeholder work group meetings, two public meetings in March 2010 and presentations to several others. Members represented the four cities and four counties in the study area.

The DNT project includes the construction of a six-lane tollway with three northbound lanes and three southbound lanes; construction of six lanes of non-tolled frontage roads, including three lanes in each direction; pairs of entrance and exit ramps at 19 locations along the roadway; construction of new bridges over Little Elm Creek and its tributaries; and all necessary drainage, signage and striping, illumination; and toll infrastructure.

PUBLIC MEETINGS HELD IN MARCH 2010

The NTTA conducted two Public Meetings in March 2010 to discuss the route for the extension of the Dallas North Tollway (DNT) in Collin, Denton and Grayson counties. Potential alignments extend from Farm to Market (FM) 428 north to approximately FM 121. The project is referred to as the Dallas North Tollway Extension, Phase 4B/5A.

The first public meeting was held on March 9, 2010 in Pilot Point. The second public meeting was held on March 11, 2010 in Celina. The purpose of these public meetings was to provide information regarding the development of the proposed DNT alignment alternatives and to receive input/comments from the public.

Public comments are currently being accepted through March 21, 2010. Comments may be submitted via email to dnt45@ntta.org or mailed to Attn: Corridor Manager, Re: DNT 4B/5A Project, NTTA, P.O. Box 260729, Plano, Texas, 75026.

BACKGROUND
At the July 2007 board meeting, the NTTA took a major step forward when the Board of Directors approved a work authorization for a corridor manager position for the Phase 4 extension of the tollway.  The corridor manager will ensure all necessary development tasks, from environmental clearances to detailed design development and construction, are identified and executed.

Public involvement for the DNT Extension Phase 4 project began in January 2008 with a public meeting in Prosper. Technical stakeholder meetings on Phase 4A were conducted in January, March, April and June of 2008. The NTTA held a Phase 4A public hearing on July 24, 2008 in Prosper. After the public comment period, the NTTA System Projects and Operations Committee approved the schematic and environmental assessment. On September 17, 2008, the NTTA Board approved the Phase 4A schematic and environmental assessment.

Additional progress has been made through a partnership with Collin County. In 2007 Collin County awarded a contract to construct a two-lane road from U.S. 380 north to FM 428. The first portion of this road from U.S. 380 to First Street opened to traffic in November of 2007. On October 14, 2008, the rest of the two-lane road up to FM 428 officially opened to traffic. This road is expected to be the future DNT northbound service road.

North of FM 428, work is ongoing to determine the final alignment of the tollway extension.

The DNT 4A schematic is available for viewing below. (Note: These are large files and may take a few minutes to load.)
